How can EU citizens get residency in Cyprus?

Can I live in Cyprus as an EU citizen?

Yes. Article 8 of Law 7(I)/2007, which transposes Directive 2004/38/EC, gives every EU, EEA and Swiss national an unconditional right to reside in Cyprus for up to three months on nothing more than a valid passport or national identity card. Beyond three months the right continues but becomes conditional, and Article 10(1) requires you to register with the Migration Department within four months of arrival. Those are two separate clocks. Failing to register is an offence carrying a fine of up to €2,500.

How much money do I need to get residency in Cyprus?

There is no published minimum. Article 10(5) of Law 7(I)/2007 forbids the Migration Department from fixing a set sum it treats as sufficient, and requires it to assess your personal circumstances instead. What matters is which of the four grounds in Article 9(1) you fall under: employed, self-employed, self-sufficient with comprehensive sickness insurance, or enrolled as a student. If you work in Cyprus, your employment evidence is the proof and private health insurance is not required. If you are self-sufficient, the resources considered cannot exceed the level at which a Cypriot would qualify for social benefits.

Can my non-EU spouse or children join me in Cyprus?

Yes. Articles 11 to 13 of Law 7(I)/2007 give your family members who are not EU nationals a derived right of residence. Your spouse, children under 21 or dependent, and dependent parents apply on form MEU2 within four months of arrival, for a fee of €20. The Migration Department must issue the residence card within six months of the application, and the card is valid for five years. Article 21 gives the holder the right to take up employed or self-employed work in Cyprus on the same footing as you.

What happens after five years of living in Cyprus?

You acquire the right of permanent residence automatically. Article 14(1) of Law 7(I)/2007 provides that a Union citizen who has resided lawfully in Cyprus for a continuous period of five years holds that right free of the earlier conditions. The MEU3 certificate issued under Article 17 records the right rather than granting it, and costs €20. Continuity survives absences totalling under six months a year, plus one absence of up to twelve months for serious reasons such as illness, study or a posting abroad. Once acquired, the right is lost only through more than two consecutive years away from Cyprus.

How is this different from Cyprus permanent residency by investment?

They are separate legal systems. EU, EEA and Swiss nationals hold a treaty right under Law 7(I)/2007 with no investment, no secured-income threshold and no quota. Third-country nationals fall under the Aliens and Immigration Law, Cap. 105, where fast-track permanent residence under Regulation 6(2) requires a qualifying investment of €300,000 plus proven annual income from abroad, and Category F under Regulation 5(f) requires a secured annual income of €9,568.17 with no right to work in Cyprus. Buying property does not create residence rights for an EU citizen, and on its own it does not create them for anyone.
