What is the MEU1 form?
The MEU1 is the official form EU, EEA and Swiss citizens submit to the CRMD to obtain their yellow slip — the registration certificate confirming legal residence in Cyprus. Under Article 6 of Law 7(I)/2007, anyone staying over three months must register. The yellow slip it produces has no expiry date. The fee is €20 per person, and registering more than four months after arrival can attract a fine of up to €2,500.
How does MEU1 differ from MEU2 and MEU3?
All three forms come from Law 7(I)/2007. MEU1 is for EU/EEA/Swiss citizens registering their own residence — it produces the yellow slip. MEU2 is for non-EU family members of an EU citizen and produces a five-year residence card. MEU3 is for EU citizens who have completed five continuous years of lawful residence and want a Certificate of Permanent Residence.
How do you submit the MEU1 form?
Complete the MEU1 form and gather your documents: valid EU passport or ID (and copy), proof of a Cyprus address, recent bank statements or an employer letter, two passport photos, and health insurance if you are not employed locally. Book an appointment at your district CRMD office, attend in person, pay the €20 fee and give biometrics. The yellow slip is typically issued within a short period.
