What is the MEU3 form?

The MEU3 — officially the Certificate of Permanent Residence — is the document the CRMD issues to confirm an EU/EEA citizen's permanent-residence right in Cyprus. That right arises automatically after five continuous years of lawful residence under Law 7(I)/2007; the MEU3 is the government-stamped proof of it. Unlike the MEU1, it carries no expiry date and never needs renewal.

How does the MEU3 differ from the MEU1 and MEU2?

The MEU1 is the initial registration certificate (the yellow slip) issued when an EU citizen first registers to live in Cyprus. The MEU2 is the equivalent card for non-EU family members. The MEU3 comes later: after five years of lawful residence it certifies permanent residence, needs no renewal, and no longer requires proof of employment or sufficient resources.

Who qualifies and how do you apply?

Any EU, EEA or Swiss national with five continuous years of lawful residence in Cyprus qualifies. You apply in person at a CRMD district office (Nicosia, Limassol, Larnaca, Paphos or Famagusta) with your MEU1, passport or ID, and proof of five years' residence — a Social Insurance printout is the most reliable. A government fee applies; confirm the current amount and processing time with your local CRMD office.
